Latvia’s NGO Fund strategy 2026–2028: Strengthening civil society, engagement, and advocacy

On April 22, the Council of the Society Integration Foundation approved the NGO Fund Strategy for 2026–2028, setting the framework for the next three years. The strategy focuses on three main priorities: strengthening NGOs through capacity-building and professional development, increasing public engagement in civic life and volunteering, and enhancing NGO advocacy in policymaking at both national and local levels. 

It aims to deliver stronger civic participation, a more professional NGO sector, and closer cooperation between civil society and government, with over 85% of funded projects expected to support engagement and advocacy. 

During the development process, Civic Alliance – Latvia called for a more comprehensive approach, including clearer long-term goals, impact indicators, scenario-based priorities, risk management, and reduced administrative burden through simplified funding mechanisms. It also suggested new funding tools such as strategic organizational support and crisis-response funding calls. 

The strategy estimates that at least €5 million is needed for effective implementation and anticipates a continued rise in high-quality NGO projects over the period.
