Civic Alliance – Latvia calls for EU funding to strengthen civil society and resilience

The Civic Alliance - Latvia (CAL) is urging the EU to allocate dedicated funding in the 2028–2034 budget period to strengthen civil society, civic participation, and societal resilience. They argue that a strong civil society improves democracy, trust, and crisis preparedness, especially as communities often respond where the state cannot. 

They propose seven initiatives, including improving public participation in decision-making, increasing transparency in EU funds and procurement, supporting social organizations and vulnerable groups, expanding volunteering and community centers, and boosting crisis preparedness and civil defense. 

The total requested funding is about €18 million, with a focus on local community initiatives as the backbone of resilience and mutual trust. The Ministry of Finance also emphasizes stronger cooperation between government and civil society in setting priorities.
