Civic Alliance - Latvia (CAL)

The goal of the association „Civic Alliance - Latvia”(CAL) is to strengthen civil society in Latvia by providing support to common interests of NGOs and creating a favorable environment for associations and foundations to function.

Annually CAL representatives participate in over than 220 offcial and non-formal meetings and offer over 54 opinions for changes in legislation to favor the Third sector.

Annually CAL trains over 130 people about the decision making process and civil participation.

Already for 10 years CAL has continuously co-organized the Forum of NGOs and the Parliament.


CAL has established a successful Incubator for Non-governmental organizations.

Ms. Rasma Pipike, director of CAL, is Latvia’s Honorary Ambassador of the European Year of Citizens 2013.


CAL has received the prestigious Award of Cabinet of Ministers for involving the civil society organizations and promoting participation in the political process as well as for participating in the working groups with the purpose to evaluate the state’s functions in 2010.

  • CAL unites 147 members – active legal organisations and private persons from the NGO sector.
  • CAL is a platform for NGOs – it is an officially registered cooperation network of organizations representing various fields.
  • CAL is a member of CIVICUS: World Alliance for Citizen Participation (
  • On NGO matters, CAL is the most important partner for the Government and Parliament.


CAL regularly summarizes current events of and about NGO sector and issues a electronic news’ publication "Nesēdi tumsā!".The leaflet, published once a week, provides a summary of Latvia’s and world’s current events in the NGO sector.
